I see in the “What's New” NX8 document that a language similar to GRIP call SNAP is available. Is there goring to be a translator available to go from GRIP to SNAP? What are the licensing requirements?

Running cad straight out of the box is OK but, a system tuned with application software is the best way to increase productivity.

First, NO, there is not going to be any translator offered (at least I've not heard of one being developed or even proposed) which would convert GRIP source code into SNAP source code. One reason for that is that SNAP is not actually replacing GRIP, because GRIP does not NEED to be replaced as it's NOT going away.

As far as licensing, like other Open tools, you will at least need a license to develop SNAP applications.
