You'll need a competent engineer familiar with tanks and the design standards as well as the requirements of the jursitiction (city state, province, country, etc).
First - is the tank designed pern API 650, API 620, ASME or some other standard?
The API 650 requirements will include weld details and NDE; dimensions and material requiremens of the neck, flange, repad, insert; reinforcing of the hole; weld spacing to adjacent appurtenances and welds; NDE, thermal stress relief.
For AI 650, in general you'll need to know the design standard and at least the following:
tank diameter and height
tank shell thickness and grade
design sepcific gravity
design corrosion allowance
design metal temperature (high and low)
size of the new nozzle
location of the new nozzle relative to the existing nozzle
details of the existing mozzle (neck material, grade and thickness, inside projection, outside projection, elevation, repad material grade, size and thickness, orientation if not radial, all weld details
