is there an asme code that identifies what is allowed for nozzle protrusion?

Unless your application is such that a certain amount of protrusion is needed, (to reduce impingement, for a dip tube, etc) then there is nothing to be gained by going beyond the limits of reinforcement.
 
A good practice is to provide enough projection to allow removal of flange studs out the backside, over the insulation, if any.
