Nozzle Loading & WRC-107

I am running a pressure vessel nozzle load analysis in SolidWorks Simulation and I need to compare my results to what I get using WRC-107. In WRC-107 they allow you to have stresses up to 3 times the allowable stress when combining the primary membrane, the primary bending, the secondary membrane, and the secondary bending stresses. My question is, how does this compare to Von Mises stresses I get in Solidworks simulation? Can I apply nozzle loads that will add up to 3 times the allowable stress for the material? Any help here would be greatly appreciated.
