please help me to understand note2

Note 2 : (min energy for subsize) = it says min energy for standard_size depend on tensile × subsize_width/Full_size(10)

if min energy for full size = 18 j and obtainable size be 5 mm so 18× (5/10) =18×0.5=9 j ???

actual specimen width to that of a full-size specimen, 10 mm (0.394 in.).
