We have a part that calls out to use 4130 Normalized .050" thick sheet metal per AMS 6350. The part is formed into a tube and MIG welded at the seam. Would there be any issues if we used Annealed material (.050" 4130 AMS 6350) and Normalized it after forming and welding?

I cannot speak to what the weld properties to expect (test it and see).
You will need to qualify the welding procedure for that heat treatment condition.

Does your part process require post weld normalizing?
If so then it should work fine.

No, the part process does not call out post weld normalizing. The notes specify using normalized material.
