NORM Radiation (Responsible Party)

If we have rental equipment being used by our customers, and they cause radiation (TENORM or NORM, Naturally Occurring Radiactive Material) to build up on the metal of our equipment, who is legally responsible for the cleanup, removal, disposal of those contaminants/pollutants?

Is there anything in US Law, DOE, etc. that might explain who the responsible party would be for this type of situation?
 
Your contract with them specifying what happens and the condition they need to return it in.

If it's not there or specified then that becomes your problem when they return it. IMHO.
