Is there any standard for determining bolt pattern for non-circular bolting? someone, please give me a references.

You maybe have to do up a spreadsheet for the anchor loadings.

Are you looking a pressure connection like a flange or a structural connection?

Internal pressure or external pressure?

Manhole (or handhole) type curved (oval, elliptical) cover into a PV or pipeline?

Or a flat (rectangular) plate with an outlet pipe or fitting on the non-circular plate on the side fitting or enclosure on a PV or pressurized pipeline?

It's more like engine head assy. I know it's very common things but i have to make sure if what i did are based on a valuable literature.
