Nipolet as a

We are going to drill a 1/2" hole on a 1.5" blind flange. And then use a 1/2" nipolet as a connection. Is this acceptable? Can a nipolet be welded to the flange?

...WHY don't you just go out and buy a 1 1/2"x 1/2" reducing flange? You could get it in socket weld, threaded, or slip-on connections types and would save you alot of work!??

I'm not quite sure what you are calling a nipplet? Theres sockolets,threadolets and weldolets. But if you drill the hole in the blind flange where the 1/2" nipple were to pass completely through and then weld a filet weld around the nipple on the inside and the same on the outside you should then not have any trouble or worries of failure.

DavidMc - Picture a sockolet or weldolet with the nipple already welded in place. Now picture it as being forged as one piece, and sold as such. That's a nipolet.
