NHFR + static conductive?

I need to make a rubber compound that is flame retardant (V0 or V1 per UL94) using Non-Halogenated Flame Retardants but the compound also needs to be static conductive (~10^7). Since compounding for NHFR requires high levels of ATH or MgOH, which would not be static conductive, and conductive black is burnable, this seems like a difficult request. Any suggestions on how do this?

I'm working with millable urethane rubber, although I'd think the answer would be the same for any rubber.
