Hysteresis in static analysis

Hello

I need to use *hysteresis along with *hyperelastic. *hysteresis is a rate dependant model and yet it is available in static analysis. The questions I have are: How is this possible? And does the normally arbitrary 'Time period of the step' value (*Static 1., 1., 1e-05, 1.) how equate to a time period in seconds in a quasi-static analysis?

Additional - if this is the correct usage of the *hysteresis model - is a strain-rate up to 4.2%/s achievable with *static analysis?
