does nfpa 30 specify the conditions necessary to make it a requirement to utilize emergency relief vents. i know they are required on stationary fuel cells, are they required on portable generator skid or trailer tanks and also on the rupture containment area?

No, NFPA-30 does not, but a competent HAZOP analysis for a tanks storage area will often come to the conclusion that they are needed.

Because many tanks store flammable liquids and because they are commonly installed with some type of secondary containment, the chance for a "pooled fire" exists.

If there is a pooled fire as a possible accident scenario, the methodologies contained in API-2000 will require a device that is significantly larger that a normal tank vent (conservation device).
