NFPA 70E Table 130.7(C)(15)(a) Question

Hoping to get clarification or opinions on this.
Consider shielded medium-voltage cable (Shield Grounded) and associated loadbreak / deadbreaks (that feature a semicon shield - grounded).
Does examination or otherwise being near require PPE?
My answer is no, the code clearly states "Insulated cable ..." (not shielded), but would like to hear what others think?
Please note I am not talking about moving, stepping on, or manipulating in any way, however, I would like to add the scenario of a confined space (manhole / vault, or similar).

Are you refering to the NEC? IF so most cables with load break and non load break elbows are covered by the NESC. If your wondering what to wear in a vault refer to NFPA 70.
IMO if your thinking of going in a vault with energized cables You should wear a dunce cap. Cables that have been place in manholes for years and not moved have been know to short out with only slight movement. IF you have to fool with them take the cover ( not the manhole cover) off the vault and do every thing with a hot stick. Fauts in manholes (vaults) have been know to blow the cast iron covers up in the air ( I don't know what the record is). It wouldn't matter what your wearing if you were in there.
If you have a boss telling you to go into live vaults get another job.

Great article Zogzog, great quip to open the 2nd paragraph. I have read those gentlemens work before. Everything references "exposed" or "insulated", which reinforces my original opinion.
BJC, I was referring to NFPA 70E. My understanding is that NFPA 70E PPE / analysis requirements do not apply to shielded conductor systems, in confined space or otherwise. I have been in live electrical manholes that I would would feel comfortable taking my family on a 3-day trip. On the flip side I know manholes that should not even have the lid removed without de-energizing. The latter being prevalent. I agree with you. I am just clarifying an NFPA 70E question.
