I believe NFPA has not published any handbook on NFPA 14 (Standpipe).
Does anybody know any source for better interpretation of this code?

Perhaps an internet forum dedicated to that very task, frequented by a number of competent participants.

There are NFPA 14 excerpts, with commentary, included in the front of the 2007 NFPA 20 Handbook for Stationary Fire Pumps
