NFPA 13R Rule Clarification

I'm working on a sprinkler system for a 3 story hotel and each unit contains an "enclosed space" to contain a unit that is used to cool the room. I use the quotes to designate the emphasis of this post. These units are stand alone and have no connecting ductwork to any other units. The hotel is wood construction. I am trying to clarify the distinction between NFPA 13R rules 6.9.4 and 6.9.6.

6.9.4 states that "closets" used for heating and air-conditioning equipment SHALL be sprinklered.

6.9.6 states that "concealed spaces" dedicated exclusively to and containing only dwelling unit ventilation equipment SHALL NOT be required to be sprinklered.

My understanding leans me to designate these "enclosed spaces" as "concealed spaces" and not "closets". There is no door to them, just a removable panel/grill to access the unit.

Any thoughts?

Is this the packaged AC/heating unit that is typically mounted on the exterior wall? If so, Section 6.9.6 applies.
