new steel framed structure on top of existing concrete structure

Looking for thoughts on LFRS for seismic when building a new steel structure on top of an existing concrete structure. I can't really hit the two stage analysis requirements and want to try and use the existing concrete lateral frame which has a different R than the steel. Do I simply use the most punishing R value, etc. as ASCE 7-16 12.2.3 states or is something else more appropriate?
 
I would think that it would be the most punishing R-Value as you've mentioned.
