New layer from command line

How can I create a new layer from the command line without the dialog window opening.

Can I simply type "Layer Newlayername" (I know this doesn't work, what does?).

try -layer on the command line

When I looked at the help topic I thought the "-" before "layer" was not important. Thanks for your help.
