Can someone explain the difference between closed transition and over lapping Neutral regarding transfer sdwitches.

Closed transition - Switch for source 2 closes before switch for source 1 opens. Sources are momentarily paralleled during transition.

Overlapping neutral - Closed transition operation for neutral switch (applies to 4-pole switching only).

To add to what alehman said, a 4 pole, open transition switch will/can also have an overlapping neutral switching so as not to leave system neutral disconnected (and hence maintain grounding too) at any time.
