neoprene bearing pad

We received a set of construction documents for a bridge that we are detailing, there is a designation "1/4" neoprene bearing pad (M9.16.2)" referring to a pad below the base plate of the guide rail post. Does anyone know what the M9.16.2 designation means?


 
Quick google search...MassDOT? Or maybe another state that starts with "M"?
 
yeah, that is what I was coming up with.
