I disagree. Lets assume the percentages of software types (FEA, office, games, etc.) are the same within the main countries (Germany, France, UK, Italy). These countries have large industries and use FEA. Italy is still the worse. The average in that report appears to include Russia, Bulgaria, Romania which have very high rates (80%). I may be reading this wrong. I did not intend to offend but the data seems to be on my side of the argument.

Here is another more recent report (2005)...

See Table 3. In this one Italy has a 50% piracy rate, Germany is 29%, France is 45%, UK is 27%.

Using FEA software illegally is not the same as using illegal copies of windows, or photoshop. For use of FEA software you need much higher level people, and do require support. The BSA has no relation and doesn't investigate the use of high-end software. You can see the list of companies which are in the BSA, and you wont find MSC, ANSYS in that list.

If we are talking about games/movies/general use apps, then Russia and the eastern block are the most illegal, and those countries DO use the $1000's apps illegally - for DCC, CAD, CAE, as well as all the general apps.
