Need Help Installing Groove In A Contour 2

Greetings:

There is a PowerPoint picture attached to help explain what is needed. Basically, we have a sheet metal part sitting on a plate that matches the contour of the part. I need to install a groove around the perimeter of the part, starting at the edge of part and is .25" wide and deep enough to expose a vertical wall and using a .25" ball tip cutting tool so the bottom is a radius. It also needs to follow the consistent depth around the perimeter with respect to the contour surface. I've tried a few methods, but failing each time. I'm hoping to get some ideas on how to do this.

Can you post the parasolids of the parts ?
