Need advise on pressure vessel design

I need some advise on designing of pressure vessel for chilled water tank.
the operating conditions are working pressure at 400 kPa (max) with operating temperature around 4-10 deg C.

Now, I am looking into a class 3 vessel design, with the use of AS1548.7-460R materials for the head and shell, around 10 and 8 mm , respectively.

would the low operating tempt. condition have any effect to the vessel? I looked up AS1210, and cant really comprehend the texts there.
any help or direction would be deeply appreciated.
