Can someone please advise where in the NEC does it state that a customer's ground have to bond with the utility's? Our facility is receiving 12kV distribution voltage and was informed from our utility that we have to utilize their system neutral as a bond to our equipment ground.

250.92.B, but also see Section X at the end of Chapter 250 for grounding of high voltage systems.

But regardless of what is in the NEC, you probably will have to meet the utility requirements unless you can show the requirements violate the NEC.

You actually want to connect to the utility ground. It helps reduce your ground resistance and is generally a good idea.

 
The thought of not bonding to the utility ground gives me the hebbie-gebbies. Yes, yes, bond to the utility, save your equipment, save your life.
 
If you didn't bond to the utility neutral, ground faults could result in dangerously high touch-voltages.
