NCCM-16 papers available?

I see there is a conference, NCCM-16 taking place this week in Kyoto, and there are to be some presentations regarding a second world wide failure exercise (WWFE-II). The conference web site doesn't seem to say where papers can be purchased individually by non-participants. Can anyone direct me to a site where papers are available, or do you have to buy the whole proceedings?
