The envelope for what is required on the Form R1 is based on Jurisdictional requirements for boiler and pressure vessels. In other words, Jurisdictions that regulate boilers and pressure vessels will dictate what is covered for the National Board R Certificate for repairs. For example, pressure parts built to ASME Section I, Section VIII or B31.1, etc. Typically, the Inspector will review and sign the Form R1 if Jurisdictional rules require weld repairs to be performed in accordance with the National Board R Certificate program.
If the Jurisdiction does not have any requirements regarding pressure vessels, you can decide on your own what should be described under the scope of work because you are under no obligation with the Jurisdiction. Your insurer of the equipment may have requirements for weld repairs to be in accordance with the National Board R Certificate. Either way, I would list as a minimum weld repairs on the Form R1 if for anything to keep track of what is being done. Mechanical repairs are not necessary, but could be listed.
