Is there any DIN standard for delivery condition of Nb-steel(plain carbon steel).

Your question is not quite specific enough. DIN EN 10149-2 and DIN EN 10267 are both standards that specify ferritic-pearlitic steels that can contain Nb as a microalloying element (meaning in the range of ~ 0.02-0.07%).
