MVER on elevated slabs

I hope this is right forum... What do you guys make of MVER tests for elevated slabs that are not new (say on the order of 5-10 years old)? I recently tested an 8 year old elevated slab the size of a classroom in a building that is entirely conditioned the same and got an average reading of 3.0. How is it possible that this slab is still emitting?

From the paper, it seems it is not a reliable test and do
exist more accurate alternatives.
