MV Switchgear (IEC) Specification 1

I read specification as below regarding MV switchgear

"The Switchgear shall be type-tested according IEC 62271 – 1 and shall comply with classification LSC-2B PM (i.e. a fully compartmented metal clad switchgear with metallic compartment walls) as specified in IEC 62271-200. Where no back-feeding is possible, LSC-2A, for Vacuum contactor feeders only, is acceptable."

Why only for Vacuum contactor feeders? why not for circuit breakers?
 
VCU panels are more compact when compared with VCB panels. Hence, it is economical to accept LSC-2A.
ABB switchgear Brochure does indicate that it is possible technically to supply VCU panels with LSC-2B specification.
