It appears as though something has been garbled. USt 3 is a designation for a low carbon steel in the now obsolete German standard DIN 1624 Flat products of steel; cold rolled narrow strip in widths < 650 mm of mild unalloyed steels; technical delivery conditions. There are other descriptors in this standard such as G and LG used to indicate that the steel is annealed (G = geglüht) or temper rolled (LG = leicht nachgewalzt). A typical designation should appear as follows:
Stahl DIN 1624 - USt 3 LG BK UG FE
LG means temper rolled
BK means bright surface (Blanke, metallisch reine Oberfläche. Poren, kleine Narben und leichte Kratzer sind zulässig.)
UG means electroplating quality (vorgesehen für elektrolytisches Oberflächenveredeln)
FE means degreased surface (mit entfetteter Oberfläche)

I was given another description from the supplier which is just as Greek:
DC 03 (1.0347) nach EN 10139
I know this is cold rolled strip for stamping, I found this composition for a different EN. Any idea what the "DC 03" means?

DC 03 1.0347 0,100 0.035 0.035 0.450 –-
DC03 is the grade designation and 1.0347 is the numerical designation. DC03 (1.0347) appears in both EN 10130 and EN 10139. The composition you listed is correct-- it is the same in both standards. It is a low carbon steel equivalent to 1008 in SAE J403 or Grade 2 in SAE J2329.
