MTO structural manual and CHBDC

Hello there,
Any one here have experience with bridges in Ontario owned by municipalities?
The question is: does the MTO Structural Manual apply for municipally owned bridges, or only for MTO owned bridges? It is general knowledge that CHBDC applies when designing or evaluating a bridge and also that is is federal, with some exceptions for truck load in Ontario; also MTO Structural Manual is not always in CHBDC and municipal RFP's, so......

Hi Mixtli,

You'll note the following text in the preface to the Manual:

Although Municipalities in Ontario generally own their own structures, in my experience, they tend to do things in accordance with MTO Standards including the structures manual. If you've inspected an Municipal bridge, you'd be aware that they follow MTO's OSIM for example instead of using their own inspection methodology. Thus, I think it is good practice to follow the MTO docs. I can't really think of any particular requirements that would be controversial or overly honerous? What are you worried about specifically?

Also, remember that the CHBDC has a modified CL-625 design vehicle for Ontario (CL-625-ONT) that has the same total weight but different distribution between the individual axles.

Interpretation of this law as to whether this would blanket-apply to municipalities would be best left to lawyers as sometimes the province downloads roadways to municipalities.
