Can someone tell me how to permanently shut off "move component by dragging" in options>assembly>move components by dragging. I open my assy, disable this feature, close the part, open it back up again and it is enabled.

It resets itself when SolidWorks opens. I have already reported it. It seems to stay "set" during the session, but after you close and open SW, it is back. I looked in the registry and never found anything that set, so I sent it up the SW ladder....
