I'm having problems using mouse for rotation and panning. When my system was Windows NT the mouse worked. The company went to Win XP on the same hardware and now the mouse doesn't work.

You probably need to update the mouse drivers. With Microsoft mice, their Intellipoint drivers are available on Microsoft's web site. Other manufacturers will usually have XP-compatible drivers on their sites as well.
