Moment of inertia measurement

I need to measure, not calculate the moment of inertia of a spinning object used in experiments. MI keeps on changing as parts are added moved or taken away from experiment to experiment. Are there any products out there which can do it quickly and easily?

Size is around 75 - 150 mm diameter (3-6"), MI 0.0001 Kg m sqr (0.34 pound square inch)

MKeasure the time it takes for a constant torque motor (or spring) to stop from a known RPM.
 
measure the rpm achieved for a known applied torque
 
How accurately do you need it?
If you can, you could take the spinning inertia and supporting it at a shaft end you let it "gyroscope" getting the precessional RPM and then, by Newton
Torque = time rate of change of angular momentum
T=Im*w
Im= angular momentum of spinning mass
w= measured precessional speed
T= W * arm
