moment connection b/t ratio?

When you calculate the b/t vs 52/(fy)^0.5 ratio, is b measured from the center of the web of the beam or the edge of the fillet?

Section 2213.7.3 of 1997 UBC (2001 CBC) says bf/2tf shall not exceed 52/(fy)^0.5.

In your words, it should be from the center web of the beam.
