how does a non distructive moisture testing of the concrete slab of a balcony work?

Try looking at ASTM E1907-97 or ASTM D4263-83(1999) or even F2170-02. these test methods/standard practices can be obtained from for $35.00, 25.00 and 30.00 (US) respectivly.

Hopes that helps you to understand the process better.
