Modifying viewport size - mouse pointer "sticks"

I'm working with AutoCAD 2009. I have a locked viewport. AutoCAD allows its size to be modified (either by Grips or using Stretch). If I try to modify its size or move its position, it seems to lag behind the curser position, making it VERY difficult to get it to the desired spot. Changing Dragmode to OFF (from Auto) seems to improve the performance, but one cannot see other entities as you are moving them. There are only 2 layout tabs with one Viewport each in this file. This seems to be a recently developed problem (perhaps the result of the latest service pack?).

Has anyone else encountered this? Any solution?

If you don't like the automatic viewport feature when you select a layout tab, remove that automatic feature it from the option dialog box.
Also be careful not to open a viewport within a viewport when you are in layout, otherwise you may get eratic behaviors.
