Modelling Catch Basins

I had a couple questions regarding the attached manufacturers data on a Inlet control device that we maybe using on a project.

1) how would this be modeled? Would you select a pond, with storage dimensions of the catchbasin, then select an custom wier/orfice for the oulet, then connect it to a reach (Pipe).

2)Also, if your storage volume is fixed, how could you determine the appropriate size of the inlet control device without exceeding your storage.
