You can rename the layout tabs with single letters to diminish the size of the tabs allowing you to augment the number of the tabs- but not all will be visible.
As far as I know, the number of visible tabs is limited to the size of the line on which they are placed. You can eliminate (under options) the horizontal scroll bar to view more layout tabs but only to the limit mentioned above. You can also remove model and paperspace tabs under options.
