Does anyone know where I could find a sample RFP document for an Engineer/Procure/Constuct contract for a 230 kV Switching Station?

Try IEEE Std 1267-1999, "IEEE Trial-Use Guide for Development of Specification for Turnkey Substation Projects". It gives most of the pertinent information you require to write the RFP.
