If your material is group I,II,III or IIIA there is no restriction in API 650. But if your material is group IV, V and VI there is 150 mm clearance from the vertical.

As mentioned above can i be informed of a reference of API 650 in which section or para this exemption of material group I, II, III has been discussed in API code?

The "exemption" isn't discussed, there simply isn't any requirement for those groups. See Section 5.8.1.2.
