Minimum Soil Cover for floodwall

I am trying to figuere out what is or where I can find information about the minimum soil cover for the toe of a floodwall.

I really appreciate your help and recommendations.

This is a hydraulics engineering question, that is "scour." FHWA has a number of publications. USACE has a manual on floodwalls.

The above references are free for download.
 
A flood wall can be designed with no soil cover on the toe, however, as yack pointed out, you must provide protection for the toe of the wall from errosion.
 
depends on if the "floodwall" is holding back flowing water, or just ponding. If only ponding, scour protection may not be required. In such case, you will should design for stability assuming no soil weight over the toe
