Minimum Embedment below Finished Grade

Hello All,
In geotechnical reports when they recommend shallow foundation and they say Minimum Embedment below
Finished Grade for example 18 inch means what?
1-the distance between finished grade and face of the shallow foundation?
or
2-the distance between finished grade and bottom of the shallow foundation?
or
3-depth of foundation itself?

I've always understood it to mean from grade to underside of shallow foundation. I.E. they want a minimum of 18" of soil cover above the bearing strata.
 
2) and/or 3) - saying the same thing I think.

 
Usually this refers to exterior grade. Either for frost or rodent protection.
