Methanol in solution

Defining the hazard posed by a mixture can be difficult.

A client wants to store large quantities of 80% glycerin/ 20% water/ 0.1% methanol in tanks at 140F. Short of testing, does this constitute a condition that would give rise to Class 1 (explosive mixture) conditions? Are there concentration limits set (for methanol in solution) in any regulations?

Methanol cannot physically be a Class 1 material - that is reserved for explosives. Flammable and combustible liquids regulated under the UNDMGC, NFPA 30 or other standards are typically classified as Class 3 materials under US DOT rules.

If you have 0.1% methanol by volume in solution in water, I highly doubt your liquid will exhibit a flash point or fire point. If you were to test the solution using ASTM D93, and these results are confirmed, then you are exempt from regulation.
