Metal panels at wood framed garage floor

Looks like a cheap-ish interior finish similar to a standing seam panel. I doubt it's for fireproofing, because that's usually gypsum boards in these cases. It's not for catching water, because waterproofing is applied to the top of a deck, not the bottom of joist.
 
Probably water tightening from the garage to the wood. Someone could wash a car in the garage, and want to protect the wood from spray.

Could also have been a carport sometime in the past, and used the metal panel as soffit material.
