Mesh size for fatigue calculation in ansys according to DNV

I am currently modelling a wire sheave. The only thing left to do is fatigue analysis. Iam not very formiliar with fatigue calulations.
I read up on DNV RP C203 and now i need some hotspot stresses from my ansys calulation. In DNV it states that the element mesh size should be txt (where t is the thickness of the plate). My concern is that the plate will be to taken to stiff whith this mesh size. But with a smaller mesh i get a singularity at the edge.
Do anyone have any suggestion on which mesh size i should choose, and if there is any theory supporting that i choose a mesh size of 0.5t? the sheave is 25mm thick.
