measurement of triax samples

ASTM recommends a "circumferential measuring tape" to determine the actual diameter of a triax specimen. Has anyone used this or know exactly what it is? Or where to get one?

Yep - I use one. It's also called a Pi tape - materials labs use them to measure concrete cylinders. They're a hell of a lot better than using calipers, even the digital ones -
