Thanks for your response. Let me rephrase my question by asking the meaning of skin temperature in cooling water system. How do I get it? How to measure it? How to calculate?

Try using the word "surface" instead of "skin." Then are you talking about an open system, where the surface temperature will generally be the same as the surrounding air, or a closed system, where the surface temperature will generally be the same as the surrounding pipe?
