Question: In a steel 4" pipeline, approximately 10' in length, valves shut, with residual diesel fuel in the pipeline, what is the maximum pressure that could be obtained in 100 degree weather?

You need to know your start pressure and start temperature, but for the calculation see this
Answer will be surprisingly high. I think from memory it is about 4-5 barg per degree C

Solar gain will give you much higher than 100F unless it is all in the shade.
