in concrete mix design,the quantity of concrete content is calculated considering strength and dulrability and adopt a higher value.for one cubic meter what must be the maximum quantity that is to be allowed considering the heat of evolution in case of high strength concretes as very high quantity of cement is required as per design. Pechetty.
 
I dont know if there is any such theoretical limit. Practically, the cement content in limited by the workability because as you increase cement, water content goes higher and "concrete" turns to a "grout" mixture. Where this boundary is placed, this will depend on a variety of factors and can be found by mix design and testing the slump and strength with the help of a concrete test lab.

As far as heat of hydration is concerned, you have to adopt proper construction procedure to take care of that. You can use ice in the concrete, use chilled aggregate, provide numerous construction joints and place concrete in batches at several hours interval.
