Max. tube skin temperature

What should be the limit for maximum tube skin temperature of fired heater tubes. I understand that API 530 specifies about the design life. However, metalurgical aspect is not considered in this document.

For 2.25Cr-1Mo steel, should the tube skin temperature be lower than the range of temper embrittlement.
